Two days ago I wrote about multinational corporations lobbying the government to influence laws and policy. I stated that we know there are billions of dollars spent lobbying the government every year. Today I will provide evidence of that statement.

The Lobbying Spending Database contains statistics on the dollars spent yearly lobbying Congress and goverment agencies. In 1998, $1.43B was spent by companies, labor unions and other organizations. In 2005 (the last full year reported) that amount increased to $2.28B.

Among the list of Top Spenders in the time period from 1998 to 2005, the Pharmaceutical Research & Manufacturers of America (PhRMA) is third (behind the US Chamber of Commerce and the American Medical Association), having spent $133,156,515.

Who is this PhRMA? Let’s hear it from the horse’s mouth. From the About Us page of their website:

Who We Are

The Pharmaceutical Research and Manufacturers of America (PhRMA) represents the country’s leading pharmaceutical research and biotechnology companies, which are devoted to inventing medicines that allow patients to live longer, healthier, and more productive lives. PhRMA companies are leading the way in the search for new cures. PhRMA members alone invested an estimated $39.4 billion in 2005 in discovering and developing new medicines. Industry wide research and investment reached a record $51.3 billion in 2005.

Their mission statement reads, “PhRMA’s mission is to conduct effective advocacy for public policies that encourage discovery of important new medicines for patients by pharmaceutical/biotechnology research companies.”

So who are the members of PhRMA? Again, from their own website:

I don’t think the $133M spent between 1998 and 2005 by PhRMA all went towards lobbying the FDA, but given the stated purpose of the organization and this list of members it’s clear that the FDA was a target of a large portion of this spending. $133M is a lot of money in eight years (over $16.5M per year). This is mostly the drug part of the FDA, but don’t think for a minute that the food part isn’t the subject of much lobbying as well.
